It has been found out that the structure and mechanisms of shadow turnovers have transformed along with the changes in the generally political and generally economical situation in the country. The growth in the shadow activity was triggered by the aggravation of negative trends inherited from the Soviet past and transformed under the conditions of shadow economy into an all-pervading phenomenon of the present day. The important factors influencing the shadow economy development were the discrepancy between the acting legislature and new economic conditions as well as over-regulation enacted by state and local governmental bodies through their interference into the economic activity. Essential problems were also evident in the finance and credit institutions. These problems led to high inflation rates, national currency devaluation, and state budget misbalance, which promoted further shadowing of the national economy. It has been discovered that the ground for many shadow schemes was made up of the corruption element, contradictions in the political system, the nature of relationships between the government and big capital as well as their consolidation empowering the oligarchy and providing the shadow economy with new characteristics. Informal relationships between the politics and business interests were the principle precondition for the development of corruption, mutual cover-ups, and occupational malpractice, which consequently led to the regeneration of the political elite from the Soviet period until now.
