A critical analysis of historiographic sources including memoirs, diaries, historical and analytical works and brochures of political content was carried out. The views and evaluations of well-known Ukrainian politicians regarding the acquisition of practical experience of military construction in Ukraine in March 1917 – April 1918 were determined. Two historiographic directions in assessing and interpreting the military policy of Central Council have been identified: representatives of the ruling elite of the socialist autonomous movement propagated the idea of creating by means of Ukrainization parts of the Russian army of the People’s Militia as a regional militaristic force that was supposed to protect the sovereignty of the working people; Ukrainian state officials, who were in opposition to the autonomists, defended the draft of a regular army based on national state positions. The analyzed memoirs and analytical works of Ukrainian politicians have a significant level of subjectivism and political engagement, but at the same time they demonstrate the real political elites’ attitude to military affairs and the peculiarities of military construction during Central Council.
