Yakovlev and Ch. Rakovsky. Foreign policy and internal work of People‟s Commissariat for Foreign Affairs (Narkomindel) are analyzed. The Commissariat held negotiations with Romania and developed relationships in the border zone. It is investigated that the aid to the victims of Petlura‟s gangs, who came from Romania, was provided. Work on endorsing applications of Ukrainian and foreign citizens was carried out, but the issues of emigrational policy were being left unresolved. The author has studied the issue of repatriation and reevacuation implementation with Bulgaria, Hungary and Austria after national liberation competitions in Ukraine of 1917–1920.
