The author states that the government’s attempts to resolve the issue of material support for the clergymen by introducing additional obligations for the peasantry (cultivation of the priest’s land, the provision of parish clergy with accommodation, maintenance of the priest’s house) resulted in significant deterioration in relations between the parish clerics and the believers. The implementation of the law caused conflicts between the clergymen and the community, undermined the authority of the clergy, and removed the parishioners from the church. The abolition of serfdom in the Russian Empire did not eliminate the labour duty of the peasantry to the clergymen. However, the duty to cultivate church lands after serfdom abolition became ever more dangerous for the Orthodox Church. The duty to build and repair priests’ houses, determined by the «Statute …», was also considered as not appropriate activity. The peasantry was perturbed by government activities as they contradicted their desire for freedom. For parishioners the priest was like a landowner. And therefore, a number of the clergymen (mostly those of older generation) realized the social tension and did not follow the «Statute…». They used to gather people on pasture lands where the villagers had treating and used the work of the believers who served penances. Only in January 1867 the government issued a law that, beginning with January 1, 1868, abolished the «Regulations ...» of 1842 based on old-fashioned feudal methods and, accordingly, the labour obligation of the peasants to the church.
