It is featured that the Chart of Katherine II of 1785 established a new system of municipal self-government according to the principles of decentralization with the aim of municipal self-financing having decreased thus expenditures of the state budget. In the beginning of XIX century the government understood the insolvency of such policy and returned to decentralization. Cities of the south of the Ukraine could not finance fully numerous state orders: building railways, maintaining post-offices and telegraph agencies, police and courts. The necessity in additional financing of municipal self-government was caused by shortage of own financial resources for supporting administrative bodies.
