Оpinions of the leading naval experts of the American Navy were been analyzed. The problem of the construction of the ships of the U. S. Navy in the context of the appearance of a new class of ships was been studied in detail. The problem of the conceptual development of the U.S. Navy was represented by two different points of view. One was represented by supporters of dreadnought class ships, whose outstanding representatives were Captain Bradley Fiske and Lieutenant Commander William Sims. Another point of view was defended by the author of the "sea power" Alfred Mahan who had conservative point of view on the question about conceptual development of the U.S. Navy.
