THE TOP LEADERSHIP OF THE DNIPROPETROVSK REGION IN 1953-1964

Abstract

The research shows the specifics of the social dynamics of the top leadership of the Dnipropetrovsk region in 1953-1964. The principles of forming and functioning of the regional USSR elites, their influence on the selection and allocation of key actors in the leadership pyramid of Dnipropetrovsk region are analysed. Based on the recreation of the collective portrait of the representatives of the leading elements of the region in the specified period, the author tries to find the answers to the following questions: was the regional leadership of the Dnipropetrovsk region a closed-shell structure? did the ranks of the “Varangians” participate in it? If so, which management positions did they occupy? How long did they occupy their posts and was their career success after leaving the local ruling elite? Considering these issues, the co-opting logic of the local regional Soviet party elite to the republican and all-union bodies is disclosed. Some principles and mechanisms of the so-called “Dnipropetrovsk clan” by Leonid Brezhnev formation are shown. The following conclusions are substantiated. Unlike most regions of the USSR, the Dnipropetrovsk Regional Committee did not exacerbate relations between the “senior” and “junior” first secretaries of the region. The long-term absence of the so-called “Varangians” in the Soviet party leadership of the region contributed to the consolidation of a regional network focused on their patron Brezhnev. The personnel stability inside the regional elite is multiplied by the ambitions of its administrative network and Brezhnev’s patronage allowed them to claim the highest state party positions in the Ukrainian SSR and the USSR as well. The obtained results of the research allow conducting further studies of the correlation local processes with similar ones in other regions of the Ukrainian SSR and the USSR. Besides, the importance of further investigation regarding the impact of so-called “security forces” on regional elites should be noted.
