Estonia’s Experience in Anti-Corruption Management

Abstract

The article focuses on such a topical issue of today as corruption. This phenomenon has a negative impact on the state and society, which slows down the country’s economic development and leads to shadowing of the economy. It has been found out that the structure and mechanisms of shadow sector and corruption have transformed along with the changes in the generally political and generally economical situation in the country. Estonia’s experience in the sphere of anti-corruption management has been studied and analyzed since Estonia is a country which, almost concurrently with Ukraine, withdrew from the Soviet Union and has achieved great results in solving the problem of eliminating and preventing corruption development. The shadow economy development in the young Ukrainian state was caused by aggravated negative trends inherited from the Soviet past and flourishing under market conditions. Corrupt practices among public officials were both an additional factor promoting the shadow economy growth and part of the shadow economy itself. The work mainly concentrates on reforms in Estonia’s law-enforcement system. It has been proved that the country has been successful in solving both corruption and shadow economy problems. The results which Estonia has managed to achieve in a very short period of time have been emphasized. It has been found out that corruption is the basis of many shadow schemes. It has been proved that a complex of reforms and measures in the financial and economic spheres stabilization of the national economy and decrease in the activity of the shadow sector. The analysis of Estonia’s anticorruption programs has made it possible to distinguish a number of basic recommendations which could promote the development of an effective nation-wide anti-corruption strategy in Ukraine as part of the European integration perspectives.
