Abstract

The article is dedicated to examination of initial phase of Russian-Romanian military and political relations in summer-autumn 1914, and impact of the nature of these relations on further shaping of their substance. Based on the sources of information and listed references the motifs of the Russian and Romanian Sides in the course of formation of their relations were studied. The most meaningful results and peculiarities of this period in Russian-Romanian military and political relations were found.

The author’s investigations brought him to conclusion that the accumulated controversies between Austria-Hungary and Romania in 1890-1910 along with the change of domestic political situations were the reason of failure of the Central Powers to make Romania enter the war on their side. Instead, in summer-autumn 1914 Russian-Romanian military and political relations started to form. The main motif of their development for the both countries were priority guidelines of their foreign policy. In the process of building relations with Russia the Romanian government was seeking to push its territorial claims, at the same time trying to defer its entering into the war.

In its turn, the Russian government did not give up on trying to get Romania to join the Entente. But in the course of the negotiations both Romania and Russia did not achieve their goals.

Thus, the major result of this period of relations between these countries was setting Romanian foreign policy course on the Entente. In spite of the controversies on the whole set of issues in the negotiations with Bucharest, Great Britain, France and Russia then were acting united. Still, in the process of forming relationships between Romania and Russia the latter was eventually loosing leadership among the other countries of the Entente in establishing the relations with the Romanian government, which somewhat complicated further shaping of the essence of the Russian-Romanian military and political relations.
