The number of cities that were granted rights of self-government, their own judicial conduct had been increased during the period of the 11th - 13th centuries. Magna Carta had established the right of all burgs, cities and ports have the same freedom as London. Royal Administration was investing in the development of large cities as cultural and religious centers. Urban centers also played the important military role.
